The
Harlem Parole Reentry Court and the Upper Manhattan Reentry Task Force’s
Collaborative Case Management Program are designed to facilitate the transition
from confinement to life in the community for individuals on parole returning
to the neighborhoods of East and Central Harlem and to reduce reoffending and
parole violations. The projects are a collaboration of The Division of
Corrections and Community Supervision, the Department of Criminal Justice
Services and the Center for Court Innovation. The programs rely upon the
combination of comprehensive pre-release assessments, intensive case
management, linkages to on-site and community-based social services, judicial
monitoring, parole supervision, and a multi-disciplinary team approach to
confront the most critical issues such as criminal thinking, familial
disruption, substance abuse and unemployment that, if left unaddressed, often
lead to reoffending behavior.
